Step 1: Click 【Start】/【Control Panel】, and select 【Regional and Language Options】 as shown below.

Step 2: on the “Classic View” and click “Regional and Language” as below

Step 3: On the【Formats】tab, select "Chinese (Taiwan)" as shown

Step 3: On the【Location】tab, select "Taiwan" as shown.

Step 4: On the【Administrative】tab, click on 「Change system locale…」 Select "Chinese (Taiwan)" as shown. Once the settings are complete click 【OK】. Restart the computer for the new settings to take effect.
